Objectives and Scope
The Project has three-pronged objectives: (i) to improve connectivity and access to social services and economic opportunities for the poor in the project area, (ii) increase efficiency, reduce cost and time for movement of people and goods between the project area, the north and south of the country, and (iii) contribute to the development of sub-regional transport corridors. The Project will rehabilitate and reconstruct about 180 km section of the Herat-Andkhoy road.

Procurement
Goods
Procurement of goods, services and civil works to be financed under the Project will be carried out in accordance with ADB's Guidelines for Procurement, with flexible interpretation, wherever essential. Civil works contracts will be procured through international competitive bidding (ICB). Approval of Advance procurement action for civil works will be sought at the Management Review Meeting.
Services
Consulting services will be required to assist the EA in implementation of the Project. The consulting services will involve (i) supervision of design-build civil works contracts, (ii) benefit monitoring and evaluation, and (iii) training in project management and maintenance. All consultants financed from the proposed ADB loan will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements for recruitment of domestic consultants acceptable to ADB. The consulting services will require about 100 person-months of international consultants and about 500 person-months of domestic consultants. The quality- and cost-based selection method will be used in selecting consultants.
